UIL Subchapter M: eligibility heading map

Status: Non-normative drafting map. The UIL 2026–27 eligibility provisions provide a subject sequence; they do not automatically govern signatory schools.

Eligibility — Athletics	Keep heading; develop sport-specific provisions.
State Law	Keep heading; identify applicable law without making every UIL rule part of the common Standard.
High School Graduate	Keep heading; use the current non-graduation draft as the starting text.
Full-Time Day Student	Replace with Home-Education Status. Signatory schools roster students but need not provide their education; HS-BASE supplies the relevant relationship test.
Regular Attendance	Reserve or replace after defining what continuing participation with a signatory school requires. Do not import classroom-attendance language.
Four-Year Program of High School Courses	Keep heading; adapt the draft’s competition-grade declaration and four-year clock.
Recruiting	Keep heading; develop rules for school affiliation and inducements.
Eligibility Burden of Proof	Keep heading; develop evidence and review rules.
Credit Requirements for Eligibility During First Six Weeks	Place UIL-specific assessment and parental-verification provisions in the UIL academic-conformance track; decide whether the common Standard needs a separate academic-standing rule.
Accommodations for Disability	Keep heading; develop accessible procedures and exception criteria.
Amateur Athletic Status	Keep heading for athletics.
Residence in School District and Attendance Zone	Replace with Residence; any geographic rule remains open.
Changing Schools for Athletic Purposes	Keep heading provisionally; clarify whether it addresses changes among signatory schools, other schools, or both.
Age	Keep heading; the existing September 1 proposal is the starting text.

The existing eligibility discussion draft contains substantive work on grade declaration, age, graduation, and the four-year window. Its sections can be reordered into this sequence as the headings and corresponding rules are settled. This map makes no change to those proposed rules.
