Program roadmap and governance questions

Status: Non-normative planning notes. These objectives do not claim that a governing authority or partner organization has agreed to administer the standard.

Intended reach

• Offer a common interscholastic standard or protocol that home-school programs can adopt.
• Let Newton Prep follow the eventual standard as one adopter among others.
• Give UIL, TAPPS, and SPC schools confidence in the eligibility, conduct, and accountability of participating home-school programs.
• Explore whether a Home School Member category within UIL, or possibly TAPPS, would make sense after the protocol is developed and tested.

Governance to develop

• Select a steward for the protocol. Options include an independent nonprofit corporation, a public benefit corporation, or a host organization operating under a defined agreement. A steward could contract with a qualified organization for program administration.
• Establish a process for payments to officials, complaints about treatment of officials, investigation, decisions, remedies, and appeals. This is intended in part to address TASO’s need for a responsible authority.
• Define adoption, verification, enforcement, recordkeeping, and relationships with existing interscholastic organizations.

These subjects belong in future standard modules and supporting implementation materials. HS-BASE v0.5 addresses only the home-education classification.
