UIL Subchapter E: organization and administration review

Status: Non-normative drafting map, reviewed against the 2026–27 UIL Subchapter E overview and its committee sections.

UIL function	Proposed Standard counterpart
Composition of the league	Signatory schools in good standing; no claim that they constitute UIL/TAPPS membership or a legal entity merely by signing.
Superintendent or chief administrator	One accountable chief administrator for each signatory school, with contest, eligibility, safety, officials, reporting, and training duties.
Executive director	Distinguish a future steward’s authority from operational work delegated to a contracted administrator. No administrator has been selected.
Binding actions and officers	Specify authority in governing instruments, adoption agreements, and written delegations; later define voting, quorum, records, notice, and appeal.
Legislative or rulemaking council	Reserve decisions about the steward’s board, signatory representation, independent expertise, and amendment process for the governance phase.
State, district, regional, waiver, and officials committees	Decide which functions need distinct bodies at launch. Eligibility and discipline review must be impartial; an officials-focused function may be needed to address payment and treatment complaints. Do not copy UIL’s district geography or committee roster without a corresponding operational need.
Committee ethics	Develop conflict-of-interest, recusal, confidentiality, and decision-record rules before any committee hears cases.
